Zurich U.S. announces leadership moves in E&S and Construction

Zurich U.S. today announced leadership changes designed to support continued growth and momentum in two key areas of its commercial insurance business, as Christopher Lewis plans to retire following four years of strong leadership of Zurich E&S. Tobias Cushing has been appointed President of Zurich E&S, and James Savage has been appointed Head of U.S. Construction.  

“These leadership moves reflect the strength of our talent and our focus on staying close to customers and brokers in a fast-moving market,” said Sierra Signorelli, Zurich U.S. CEO. “Toby and James are proven leaders who bring the experience, discipline and market focus needed to build on that momentum and help us continue to win.” 

Cushing, who will report to Signorelli, most recently has served as Head of Zurich U.S. Construction and previously was Deputy Chief Underwriting Officer for Zurich North America. He brings strong market-facing leadership, underwriting discipline and broker focus to his new role leading Zurich E&S. His experience in complex specialty markets and wholesale broker engagement will support Zurich’s continued focus on serving as a trusted advisor to Zurich’s wholesale brokers and customers. 

Savage, who has led U.S. Construction Casualty for the past four years, will report to Kelly Kinzer, Global Specialty Head of Construction & Surety, in his new role. The Construction unit is a market leader in serving general contractors and developers in commercial construction segments such as technology, advanced manufacturing, health care and higher education. Savage brings technical credibility, strong market understanding and a practical focus on helping customers navigate large, complex risks. In recent years, Zurich Construction has brought innovative solutions to the market, such as Data Center Project Guard, mass timber coverage and camera-enabled jobsite safety coaching. 

Lewis will retire as President of Zurich E&S, concluding a nearly four-decade career in the financial services industry. He leaves a strong legacy of broker relationships and underwriting leadership while with Zurich. 

The appointments are effective September 16, 2026.
